This bill has been in the press, although not widly in the mainsteam press. It has been seen in Agicultural and Organic publications over the last year. The main problem with this bill, and the reason that it isn't getting much attention is that it is in this bill are some very very important peices of legislation that are needed to protect Canadian food producers from imported products and the problems (read dieases, pests and pesticides) that coe with them. The belive within the agriculture and organics industry is that the portions of this bill that you are concerend with will have little or no effect on current proceedings.
The other protections that this bill brings are vital to a sustainable food supply in Canada.
The concerns over the entering of private property are no different then currently seen on any business or farm - there are a number of governement agencies that do not need a warrent to enter or search a property - Ie revenue Canada, OSPCA, Public health and CAS to name a few. If government thinks they have a reason to enter your property they will find a way - regardless of this bill.
